Hosted by the Konosu City Commerce and Industry Association Youth Division with the wish to "promote regional development and give children dreams and hope." The festival is run by volunteers. The finale "Hōō Ranbu" (Phoenix Dance) consists of one 4-shaku shell and 300 shaku shells, a breathtaking program praised as "Japan's best final star mine."
